THAILAND: Radio groups demand 20% of frequencies

National Federation of Community Radio also wants fair distribution of radio frequencies among the provinces and television stations established to meet the needs of locals.

It was submitted to the committee through its acting chair, Democrat Party MP Phusdee Tamthai.

She was given the NFCR submission by Suthep Wilailert, secretary-general of the Campaign for Popular Media Reform.

Ms Supinya urged the committee to set clear guidelines to prevent major media businesses from dominating the frequency auctions at the provincial level.

วันนี้ต้องไปประชุม กรรมาธิการวิสามัญพิจารณา ร่างพระราชบัญญัติองค์กรจัดสรรคลื่นความถี่และกำกับดูแลกิจการกระจายเสียงกิจการโทรทัศน์และกิจการโทรคมนาคม พ.ศ…. ทั้งวัน ครั้งนี้จะเป็นการประชุมครั้งที่ 11 แล้ว  มีเรื่องสำคัญต้องถกเถียงกันหลายประเด็น โดยเฉพาะเรื่องอำนาจหน้าที่ของ องค์กรอิสะหรือ กสทช. - คณะกรรมการกิจการกระจายเสียง กิจการโทรทัศน์ และ กิจการโทรคมนาคม แห่งชาติ

เมื่อวันพฤหัสบดีที่แล้ว ตนเองได้เสนอแปรญัตติให้มีการเพิ่มเติม เรื่อง อำนาจหน้าที่ของ กสทช. ในการ คุ้มครองและส่งเสริมสิทธิเสรีภาพของประชาชนในการสื่อผ่านสื่อวิทยุ โทรทัศน์ด้วย แต่มีกรรมาธิการหลายท่านก็ท้วงติง และ ไม่เห็นด้วย เรื่องนี้ก็เลยยังแขวนไว้ วันนี้ต้องไปอภิปรายกันต่อ ก็เตรียมทำการบ้านไปส่วนหนึ่ง แต่ก็ต้องดูบรรยากาศที่ประชุมวันพรุ่งนี้ด้วย  เรื่องสิทธิเสรีภาพที่คิดว่าเข้าใจง่ายๆ แต่ในความเป็นจริงก็ไม่ง่ายเลย พรุ่งนี้ต้องตอบคำถามให้ได้ว่า รูปธรรมของ หน้าที่ในการ คุ้มครองและส่งเสิรมสิทธิเสรีภาพในการสื่อสาร คืออะไรบ้าง

ได้เตรียมคำตอบไปแล้ว พรุ่งนี้จะไปยกมือขออภิปรายและเสนอแนะในที่ประชุมกรรมาธิการ

ปล. กำลังลังเลว่า พรุ่งนี้จะใ่ส่สูทตัวไหนดี เริ่มเบื่อตัวเดิมๆ ช่วงนี้ตนเองมีประชุมในสถานที่ราชการบ่อยมากขึ้น

จะแต่งตัวลำลองก็ไม่ได้ ต้องแต่งตัวเรียบร้อย แต่งหน้า ดูแลผมให้เข้าที่ และต้องเตรียมผ้าพันคอไปด้วย หรือ ผ้าคลุมไหล่

เนื่องเพราะแอร์ในห้องประชุมหนาวมาก เวลาต้องประชุมทั้งวันทีไร เหมือนจะป่วยทุกที แต่ก็คงดีกว่าคนที่เขาต้องทำงานกลางแดดร้อน และเลือกไม่ได้ โดยเฉพาะคนที่ใช้แรงงาน เวลาเห็นแดดแรงๆ ก็คิดทุกทีว่า เขาทนได้ยังไง ที่เอาพลังงานของอนาคตมาใช้ โดยฉพาะคนทำงานก่อสร้าง ทำงานหนักมากแต่ได้ค่าตอบแทน นิดเดียวประมาณ สองร้อยบาทต่อวัน  ตนเองไประชุม หนึ่งวันที่รัฐสภา ก็ได้เบี้ยประชุม หนึ่งพันบาทแล้ว

หวังว่าวันนี้ การประชุมจะคืบหน้าไปในทางที่ดี

A couple of months that I’ve had a regular meeting at the Parliament every Thursday because I am sitting  in the Legislative Committees considering the amendment of Frequencies Regulator Bill ( The establishment of National Broadcast and Telecommunication Commission- NBTC).  This Bill was submitted to the Parliament again because the existing Frequencies Regulators Act enacted  in 2000 is contradicting to the 2007 Constitution, which says that only single regulator for both telecommunication and broadcast media while the 1997 Constitution said for two separate regulators. I’ve been doing and following this kind of stories since 1997 so it is more than a decade now.

Ten years ago I mobilized the advocacy campaigns in front of the Parliament when 2000 Act was discussed,currently I sit in the meeting room arguing the current amendment for this Bill.  I am growing up with  it through mistakes and success.  However, I am rather happy to do this role so far, learning a lot and knowing many more people. Possibly I am interested in the role of parliamentary members . Should I join New Politics Party?  Would they accept me,?I am just kidding The new colors of New Politics Party, connected to People Alliance for Democracy (PAD) are Yellow+Green. I will write about it later.

Today I have to go to the Parliament again for this work from 9.30 am to 4.oo pm .

It is such a long story to describe about the ongoing debates for this bill, for brief summary, we got the conclusion for having 11 commissioner selected from 5 sectors.  Details will be told later but good news for me that I could put the discourse referring to ‘right&freedom’ or ‘civil liberty’ into this bill with the support from most of the committees but after arguing for several weeks.

Though it might not mean anything but I am just feeling happy that I could do this.
